二、「比」下，結況。此教比佛，有於二意：若當教者，以因比果，分滿不同。二比圓教，別教始終是菩薩法，望圓始終皆是佛法，故稱不具及損減也。

Second, from 'Compared' below, concluding the comparison. Comparing this teaching to the Buddha has two senses: If within its own teaching, cause is compared to fruit, and partial and complete differ. Second, compared to the Perfect Teaching: from beginning to end, the Separate Teaching is the Dharma of bodhisattvas, whereas viewed from the Perfect Teaching, from beginning to end all is the Buddha-dharma; hence it is termed 'incomplete' and 'diminished.'
