First, establishing the intent and dividing the text. 'Like an ox without a driver' refers to a cowherd boy. Whenever making vows, whether many or few, one must never lose the intention of the four universal vows. Furthermore, these four universal vows must rely on the four noble truths; vows not relying on the truths are called wild vows. Discussing it now in terms of the round [teaching], relying on the uncreated truths, although the two kinds of cause and effect—mundane and supramundane—are both comprehended as being the nature itself, there is no suffering to be crossed over, no origin to be severed, no path to be cultivated, and no cessation to be realized. Thus, one can universally cross over, exhaustively sever, completely cultivate, and wondrously realize. Compared with the vows of the preceding three teachings, which have not avoided being wild, they resolve all these vows. If one loses this intention, one is not a practitioner of the round [teaching].
