二、設問明本，二：初、設問。上〈四王品〉云「閻浮提內諸國王等所作國事、所造世論，皆因此經。」豈非〈正論〉以金光明而為其本？欲令答示即末之本，故興此問。

Second, posing questions to clarify the fundamental source, in two: first, posing the question. Above, the Chapter on the Four Heavenly Kings states: "The state affairs undertaken and worldly treatises composed by all the kings in Jambudvīpa are all based on this sūtra." Is this Treatise on Correct Governance not indeed rooted in the Suvarṇaprabhāsa as its source? Wishing to have the response indicate the source that is identical with the branches, this question was raised.
