5.40

初、述護國由。發心畢竟者，昔種善根是發心，今日聞經得益是畢竟。二心比校，昔種誠難，故佛述成歎其宿種。然此發心等語，即《大經》迦葉說偈讚佛，故佛初心但用彼語以成今意。「護世」下云云者，此與觀心相應，義如前述也。

First, confirming the reason for protecting the state. Regarding "the initial resolution and the ultimate": planting good roots in the past is the initial resolution, while hearing the sūtra and gaining benefit today is the ultimate. Comparing the two minds, planting in the past is truly difficult, so the Buddha confirms and approves it, praising their past seeds. However, these words "initial resolution," etc., are verse spoken by Kāśyapa in praise of the Buddha in the Mahāparinirvāṇa Sūtra; therefore, regarding the Buddha's initial mind, he only used those words to establish the present meaning. From "Protecting the world…" onwards, etc., this corresponds to the contemplation of the mind, whose meaning is as described before.
