Commentary: The virtue of constantly gathering sentient beings. Therefore, the Saddharmapuṇḍarīka-upadeśa states: 'Regarding the expedient means of gathering sentient beings, as the sūtra says, one cultivates one's person with benevolence. Since benevolence can bestow happiness where there is none, and compassion can eradicate suffering where there is suffering, one is able to gather sentient beings.' Both are called 'great' because they are distinct from the two vehicles, not meaning the great compassion among the unshared dharmas of a buddha, for that is achieved only by buddhas and is thus called unshared. As for 'having great steadfast power', practicing constantly without relinquishing is called steadfast. Therefore, the first fascicle of the Viśeṣacintā-sūtra states: 'Bodhisattvas have four dharmas that make their minds steadfast without fatigue: 1. giving rise to great compassion toward sentient beings; 2. vigor without slackening; 3. faith and understanding that saṃsāra is like a dream; 4. correct contemplation of the wisdom of the buddhas.' The intention here is that out of pity for sentient beings, with vigor without slackening, seeing the suffering of saṃsāra as unreal like a dream, and contemplating and seeking the Buddha's wisdom, they practice benevolence and compassion and their minds are steadfast.
