贊曰：發起序，有二：此初時成就，及說法所依威儀成就，即審機宜也。或名說儀圓滿，具包義故。

Commentary: The introductory section on the instigation has two parts: here is the first, the fulfillment of the time, and the fulfillment of the comportment upon which the preaching of the Dharma relies—that is, investigating the capacities and suitability. Or it is called the perfection of the deportment of preaching, because it fully encompasses these meanings.
