The commentary states: This is that third mark of non-duality. There are three non-dualities: first, the non-duality of existence and non-existence; second, the non-duality of conditioned and unconditioned; third, the non-duality of all Buddhas. The word 'identical' here has the meaning of non-duality. 'The Buddhas are all identical in essence' is a general phrase, and also refers to the non-duality of existence and non-existence. The specific phrase for the non-duality of the Buddhas states that non-duality of existence and non-existence is its mark, because all phenomena do not exist at all. The meaning explained: on the dharmakāya, imaginary construction is non-existent, so it does not have the mark of existence; because its nature is revealed through emptiness, it does not have the mark of non-existence. Below 'the Buddhas have no agent', it reveals the non-duality of the conditioned and unconditioned. 'And originally have no arising' reveals the mark of the non-duality of conditioned and unconditioned in the nirmāṇakāya. Thus the treatise states: 'Because they are not produced by karma and affliction, they are called having no agent. Since they are not produced by affliction, nor generated by delusion and karma, they are called having no arising. It also reveals that the dharmakāya of essential nature is fundamentally existent in essence, not newly produced.' 'And so is the Dharma they expound' explains in passing that the exposition of the Dharma is also without difference, because the Buddhas, the Tathāgatas, share identical activities. Another explanation: this text explains the previous 'able to rescue and protect the world'. If not by expounding the Dharma, how could they rescue and protect? Therefore, below in this sūtra it frequently states: 'This sūtra circulating in the world brings great benefit.'
