The commentary says: The mark of cessation is signlessness. Because in the seventh bhūmi one predominantly grasps the mark of cessation and single-mindedly exerts mental effort seeking signlessness, one is not yet able to spontaneously generate superior practice of existence within emptiness; this obstructs the effortless, signless, wondrous contemplation. The 'non-perception of the mark of cessation' is the signless contemplation. Entering the eighth bhūmi, not only does one not perceive the mark of cessation, but one also does not perceive the two marks of signs and pure lands; therefore, one also obtains mastery over these two. Hence, in the eighth bhūmi, two kinds of ignorance are severed: first, the ignorance of making effort with regard to signlessness; second, the ignorance regarding mastery over signs. Here, [the text] merely mentions the former to implicitly include the severance of the latter.
