贊曰：下別辨。為十二：初一頌明懺不信無慚等所造惡業。不敬，即不崇賢、不務修善。即不重善，由此造惡。

The Commentary says: Discriminating separately below. There are twelve [stanzas]: the first stanza explains repenting the evil karma created through lack of faith, lack of shame, and so forth. 'Not respecting' means not venerating the worthy; 'not applying oneself to cultivating goodness' means not valuing the good; from these, evil was created.
