贊曰：天帝別請。有二：初天帝請、後佛為說。此請也。第一說一切罪，即懺悔是，前已偏明故今不問；餘三未說，故今請之。初問，有三意：一問一切眾生有不修善，云何隨喜一切眾生？二問隨喜之法。三問得幾所福？佛標說中，先明勸請、次辨隨喜。云何天帝先問隨喜、後請勸請？答：機樂欲故、勸請難故，逐易先問。佛據福勝，所以先標。

Commentary: The King of the Devas' specific request. There are two parts: first, the King of the Devas makes the request; second, the Buddha explains it for him. This is the request. The first, 'confessing all sins,' is indeed repentance. It was specifically explained earlier, so it is not asked now; the remaining three have not yet been explained, so he now requests them. In the initial question there are three intentions: first, asking that since among all sentient beings there are those who do not cultivate goodness, how can one rejoice in all sentient beings? Second, asking about the method of rejoicing. Third, asking how much merit is obtained? In the Buddha's initial presentation, he first explained entreaty and next distinguished rejoicing. Why does the King of the Devas first ask about rejoicing and afterwards request [an explanation of] entreaty? Answer: Because of the inclination and desire of their capacities, and because entreaty is difficult, he follows what is easier and asks it first. The Buddha was based on the superiority of merit, which is why he presented it first.
