下請佛恒說。初牒前勝能，為請說由。安穩是總，利樂是與樂，饒益是息苦。

Commentary: Below, they request the Buddha to preach it constantly. First, recapitulating the previous supreme powers as the reason for requesting its preaching. "Security" is general; "benefit and joy" means bestowing happiness; "bringing advantage" means putting an end to suffering.
