5.19

贊曰：第三勸人弘經。有三：初覩世間難生、二勸人弘經對遣、三令人王保國敬重修行。初覩難生也。

Commentary: Third, encouraging people to propagate the sūtra. There are three parts: first, observing the arising of worldly difficulties; second, encouraging people to propagate the sūtra to counteract and dispel them; third, causing human kings to preserve their countries and cultivate with reverence. This is the first: observing the arising of difficulties.
