5.21

下弘經對遣，有四：一指能除法、二「若有」下勸人流行、三「時彼法師」下正弘此經、四「由經力故」下除難安樂。

Commentary: Below, propagating the sūtra to counteract and dispel difficulties has four parts: first, pointing out the Dharma capable of dispelling them; second, from "If there is..." onward, encouraging people to circulate it; third, from "At that time, that Dharma master..." onward, directly propagating this sūtra; fourth, from "by the power of the sūtra..." onward, dispelling difficulties and bringing peace and happiness.
