下答說所以。然據勝義，非方處非非方處等忘言絕相，然今為利益諸菩薩故，於方便道理依俗諦中作如是說。依何說法耶？謂於此陀羅尼，即指所說法體。依四種義安立施設，名之為說。下言安立者，施設別名，依此四義而安立故。言四種義者，一功用，即依總持有能得果之功用說。二正道，即此功用體離二邊證正理故名為正道，即念慧等。三理趣，則是真如及所持法義等，是念智等境，總名理趣。四勢力，由此法義能念慧等，滅惡生善證理得果，故名勢力，即法威力。欲明能詮契順諸法故。或即總持念慧法二，有能攝持生善滅惡之勢力也。

Below is the reply regarding the reason for speaking it. Based on the ultimate truth, "neither directional location nor non-directional location" and so forth cuts off speech and terminates marks; yet now, for the benefit of all bodhisattvas, such an exposition is made in conventional truth relying on the principle of skillful means. Relying on what is the Dharma spoken? It refers to "in this dhāraṇī", which points directly to the essence of the Dharma being spoken. Established and designated according to four kinds of meanings, it is called "exposition". Below, where it says "establishing", it is another name for designation, because it is established relying on these four meanings. As for the four meanings: first, "functioning", which is spoken relying on the dhāraṇī's functioning of being able to obtain the fruit. Second, "correct path", meaning that the essence of this functioning is free from the two extremes and realizes the correct principle, and is therefore called the correct path—namely, mindfulness, discernment, and so forth. Third, "rational principle", which is tathatā as well as the meanings of the retained dharmas and so forth, which are the objects of mindfulness, wisdom, and so forth, collectively termed rational principle. Fourth, "power": by means of this dharma and meaning, one is able to exercise mindfulness, discernment, and so forth, to extinguish evil, generate good, realize the principle, and attain the fruit, and it is therefore called power—namely, the mighty power of the Dharma. This is intended to clarify that the expressive teachings conform with all dharmas. Alternatively, it means the two dharmas of the dhāraṇī, mindfulness and discernment, possess the power capable of retaining, generating good, and extinguishing evil.
