下教其軌則，有三：初天教聽軌、次佛教令迎、後天教為我。初天教聽軌中，初總教、後別示。此總也。

Below, the rules and procedures are taught, in three parts: first, the devas teach the rules of listening; next, the Buddha teaches them to welcome [the Dharma master]; later, the devas teach them to act on our behalf. In the first part, where the devas teach the rules of listening, there is first general instruction and then specific demonstration. This is the general instruction.
