The following exhorts the propagation of this sūtra, having three parts: first, causing them to generate preliminary application; next, from "follow wherever this king of sūtras" onward, the places for propagating the sūtra; finally, from "extensively for sentient beings" onward, the practice of propagating the sūtra. Speaking of "resolute and utmost sincerity": generating resolute volition is the proximate preliminary application. Expounding and so forth is motivating volition, directly giving rise to the practice. The words "utmost sincerity" mean single-minded mindfulness, which runs through both the preliminary application and the direct practice; deliberative volition, being distant and inferior, is omitted and not mentioned. Furthermore, "resolute" means valiant and non-regressing. Thus the thirty-eighth chapter of the Yogācārabhūmi states: "What is seeking to hear the true Dharma? It means that when bodhisattvas desire to hear a single well-spoken Dharma, even if the road passes across a blazing, intensely hot iron ground with no other means to hear this well-spoken Dharma, they will generate fierce, reverent joy and enter it, not to mention desiring to hear many meanings of good words," and so forth. Below it also states: "Even if there were a great mass of fire filling a hundred yojanas, to hear this king of sūtras, one should cross straight through without complaining of the hardship."
