The commentary says: This explains the third alternative. It refers to the body manifested for the two vehicles: because it takes the form of humans and gods, it is an emanation; because it manifests the attainment of correct awakening, it is called a response. Because it manifests buddhahood in the body born in the royal palace, it is called the body that abides in nirvāṇa with remainder. The enjoyment-body for others seen by bodhisattvas from the first to the seventh stage who receive a body of fragmented rebirth is also subsumed under this alternative, without contradiction in meaning. By this principle, it encompasses the buddhas almost completely, excluding only the enjoyment[-body] for others seen by those on the eighth stage and above, because that is not called an emanation.
