[This] illustrates the mind of cultivating power (bala). As before, the text has three parts. Within the metaphors, first is the metaphor of the wheel-turning king; second is the metaphor of the martial-minister jewel. The king generally illustrates the generation of the mind of great bodhi, while the minister specifically illustrates the generation of the mind of practicing power. There are two kinds of power: first, the power of reflective discernment; second, the power of cultivation. Just as the fourfold army needed by the martial minister responds to his own will with mastery, this is like the power of reflective discernment; that it also accords with the king's will with mastery is like the power of cultivation. The fourfold army has two functions: first, expanding the realm's territory; second, pacifying sentient beings. From “this mind” downward is the doctrinal correlation. By means of the power pāramitā, first, one can adorn the realm, and second, extensively benefit beings. Immeasurable merits pertain to both places: with immeasurable merits one adorns the land, and with immeasurable merits one extensively benefits living beings. The concluding text is self-evident.
