領云何為七地。七地乃已辦地，謂思惑已盡，慧心顯著，故曰心地。

This takes up the question regarding what the seven stages are. The seventh stage is the stage of completion (kṛtāvī-bhūmi), meaning that afflictions of thought have already been exhausted and the mind of wisdom is clearly manifest; hence it is called the "stage of mind."
