合云生句非生句，此言不生句生句，語倒也。言眾生於真如無生境上，妄起生法之見，本自非生，故云非生句。若計生法，此則有常，以無有生故，曰非常。

Properly it should say "the proposition of arising and the proposition of non-arising"; saying "the proposition of non-arising and the proposition of arising" here is an inverted wording. It means that sentient beings falsely give rise to views of arising dharmas regarding the realm of the non-arising of tathatā; since originally there is no arising, it is called "the proposition of non-arising." If one grasps at arising dharmas, then there is permanence; since there is no arising, it is called "impermanence."
