The Dharmatā Buddha is the cultivated-virtue dharmakāya. Saying 'free from the characteristics of mind-svabhāva' means being free from false thoughts. Moreover, as the dharmakāya is ultimate, what is it not free from? Yet it specifically mentions 'mind' because mind is the root of the ten thousand dharmas: if the mind does not perish, all dharmas arise. Now, stating that it is free from characteristics means that all dharmas are tranquil and extinguished. The characteristic of tranquility and extinction is what is called the dharmakāya. Since it is said to be free from characteristics, from what are the names and marks of the dharmakāya established? Hence it says: 'establishes and carries out deeds through the realms that are the cognitive objects of pratyātmāryajñāna.' What is called forcibly designating the dharma-nature as the dharmakāya is merely a nameless name and a formless form.
