1.679

言心量世間者，謂菩薩以自心現量觀諸世間，隨機普應。然皆出於無緣慈力，故離所作行，亦由得如幻三昧力等而成就也。

As for 'the world is mind-only', it means that bodhisattvas, by means of the appearance of their own mind alone, observe all worlds and universally respond according to capacity. Yet all of this arises from the power of unconditioned compassion; thus it is 'free from purposeful activity'. It is also accomplished through attaining the power of the illusion-like samādhi and the like.
