所說事自性者，凡所說事極其所以自性惟聖智所知，凡愚不了，但依彼事而生言說妄想也。

As for "the svabhāva of expressed matters": in all matters that are spoken of, their ultimate cause and svabhāva are known only by noble wisdom; ordinary, ignorant people do not comprehend them, but merely base the vikalpa of verbal expression upon those matters.
