"Nothing arises at all" means that all dharmas arise neither gradually nor instantaneously. Since it is said that they do not arise, how could there be ceasing? It is merely because of fundamental delusion that thoughts of arising and ceasing occur. As for "it is not that ceasing is denied and then there is re-arising," the reason the Buddha speaks of no arising or ceasing is not to say that there is really no conditioned arising of arising and ceasing; he speaks thus in order to sever the false constructions of ordinary fools. If one investigates their original nature, what arising or ceasing is there? It is merely that through the revolving delusion of beginningless habitual tendencies, there comes to be arising and ceasing in the three realms. "The three realms of existence" are precisely the three realms.
