"When those propensities do not manifest" means that the arhat has severed the primary defilements, but has not severed the propensities. It is like a person bitten by a rat: although the wound has healed, when thunder strikes it breaks out again. This illustrates that although the arhat's propensities do not manifest, if they suddenly encounter the shaking of the wind of marks—as when Kāśyapa heard the harp and began to dance—this is what happens. "All dharmas" refers to the dharmas of undefiled ignorance; if one can thoroughly sever them, this is the meaning of 'slaying an arhat.'
