The characteristic of teaching penetration is the characteristic of preaching the Dharma to match dispositions. The nine divisions are nine among the twelve divisions [of teachings]; however, there is a difference between Mahāyāna and Hīnayāna. For the Hīnayāna nine divisions, they lack the three divisions of vaipulya, spontaneous discourse without inquiry (udāna), and prediction (vyākaraṇa). As a sūtra states: ‘This ninefold teaching of mine is preached in accordance with sentient beings.’ For the Mahāyāna nine divisions, they lack the three divisions of nidāna, avadāna, and upadeśa, as stated in the Miaoxuan. This answers from the perspective of specific classification; generally speaking, both have twelve divisions, also called the twelvefold canon. Mentioning nine divisions here, since it says ‘using skillful means to preach in accordance with sentient beings,’ means entering the Mahāyāna from the Hīnayāna. Saying ‘free from identity and difference, existence and nonexistence’ means that having left behind the catuṣkoṭi, there is no impediment to the four modes of discourse. Furthermore, saying ‘preaching the Dharma as appropriate’ means whatever is fitting; that is, preaching whatever Dharma is appropriate to preach, so as to enable them to attain deliverance. This is the characteristic of the Tathāgata's teaching penetration subsequent to fruition; those who are bodhisattvas must not fail to learn it.
