隨眾生心現種種形方便調伏者，謂隨眾生心，即是自心現境界中，眾生既殊，心色亦異，隨類示現，方便調伏也。

"Manifesting various forms according to the minds of sentient beings, skillfully subduing them through expedients" means that according with the minds of sentient beings is within the realms manifested by one's own mind; since sentient beings are different, their minds and forms are also distinct, so manifesting in accord with their categories, they skillfully subdue them through expedients.
