This means that non-Buddhists superimpose an existent intrinsic nature onto the three unconditioned and uncompounded phenomena. The Buddha says that these are free from intrinsic nature and non-intrinsic nature; analogously explaining that all phenomena are free from existence and non-existence, just as a tuft of hair or hanging strands of hair are produced by cataracts of the eye, and the horns of hares, horses, and the like are originally non-existent.
