4.157

言初地菩薩蒙如來神力加持故，入菩薩大乘照明三昧，入已，一切諸佛皆現其前，三業加持。如金剛藏，華嚴會中住初地時，及餘成就初地功德相菩薩亦如是加。

This says that first-bhūmi bodhisattvas, receiving the empowerment of the Tathāgata's spiritual power, enter the illumination samādhi of the Mahāyāna bodhisattvas; having entered it, all Buddhas appear before them and empower them with the three karmas. Just as Vajragarbha, when abiding on the first bhūmi in the Avataṃsaka assembly, and other bodhisattvas who accomplished the characteristics of the merit of the first bhūmi were also empowered in this way.
