言緣起有無，一切諸法皆無生，唯從自心習氣迷轉故三有現。三有者，謂欲有、色有、無色有也。

It means that whether phenomena within pratītyasamutpāda exist or not, all phenomena are without arising; it is only from one's own mind revolving in delusion due to vāsanā that the three existences appear. 'Three existences' refers to desire existence, form existence, and formless existence.
