此明如來、應、正等覺，常以四種記論說法度生。止記論者，意在別時，以根未熟眾生且置答故，不為根熟者說止記論。

This clarifies that the Tathāgata, Arhat, and Samyaksaṃbuddha constantly teaches the Dharma and delivers sentient beings by means of the four types of explanatory statements. As for ceasing explanatory statements, the intention lies in another time; because sentient beings whose faculties are not yet mature are temporarily set aside without an answer, he does not teach the cessation of explanatory statements for those whose faculties are mature.
