Above it was said that the One Vehicle cannot be attained by other non-Buddhists, followers of the two vehicles, Brahmā kings, and the like; thus one knows that the Tathāgata expediently speaks of the three vehicles. Hence he asks: Why speak of there being three vehicles, and not speak of the One Vehicle? The Buddha said to Mahāmati: "Followers of the One Vehicle know that the intrinsic nature of saṃsāra is nirvāṇa; the śrāvakas and pratyekabuddhas have no personal dharma of nirvāṇa. When I speak of the One Vehicle, it is because they only attain liberation by relying on disgust with the world, subduing, and practice; they do not obtain the dharma of nirvāṇa through their own power. Therefore I do not speak of the One Vehicle for them."
