言聲聞雖斷現行煩惱，未斷所知及根本無明，猶被習氣自共相風飄激其心。譬海中木常隨浪轉。

This means that although the śrāvaka has severed active afflictions, they have not severed the knowable and fundamental ignorance; their minds are still tossed and stirred by the wind of the specific and common characteristics of vāsanā, just like wood in the ocean that constantly turns along with the waves.
