因上智識相中外道智知生滅，是故次明外道九種生滅轉變，謂或境轉心變，或心轉境變也。

Following the statement in the characteristics of wisdom and consciousness above that non-Buddhist wisdom knows arising and ceasing, he therefore next explains the non-Buddhists' nine kinds of transformation of arising and ceasing, meaning either that objects transform and the mind changes, or that the mind transforms and objects change.
