言心縛則一切縛與塵勞而共起，故云諸識密縛次第而起；心解則一切解，與實相而相應，故云一切密縛皆悉不生，出要之方莫越於此。

This means that when the mind is bound, all bondages arise together with worldly defilements; thus it says that the dense bondages of the consciousnesses arise in succession. When the mind is liberated, all is liberated and corresponds with dharmatā; thus it says that all dense bondages will not arise at all. The essential method of deliverance does not surpass this.
