This means that the wise know that the substance of all phenomena is unarisen, and therefore they do not make discriminations of existence and non-existence. If the proposition of non-arising is established on the basis of other, arising phenomena, such false discernment immediately destroys the principle of fundamental non-arising. These two verses summarize the preceding point that all phenomena are unarisen, and no proposition should be established.
