The Buddha says, 'The phenomenon of arising is not made by non-Buddhists, nor is it made by the Buddha, nor is it made by an ātman, nor is it made by others such as Īśvara, subtle atoms, or prakṛti; it arises solely from parikalpa.' Since it only comes to arise from the gathering of false conditions, it has no own-being; because it has no own-being, this clearly shows there is no such phenomenon of arising. Since the phenomenon of arising originally does not exist, why must one further make it non-existent?
