7.191

This means that the meaning of non-arising and non-ceasing spoken by the Tathāgata is not the same as that of the non-Buddhists, and therefore does not generate the doctrine of impermanence, arising, and cessation. Non-Buddhists imagine and cling to all phenomena having real intrinsic nature and characteristics, positing them as non-arising and non-ceasing. Because the Tathāgata does not fall into the categories of existence and non-existence, whatever Dharma he expounds is free from existence, non-existence, arising, and cessation. How is it free from existence and non-existence? Like the forms in an illusion or a dream: when right in the dream, one cannot say they do not exist; however, because those forms and characteristics are not truly existent, one cannot say they exist. Neither the grasping nor the grasped can be apprehended; therefore it is said that all phenomena are non-arising and non-ceasing, free from existence and free from non-existence.
