注大乘入楞伽經 7.199

7.199

此言無生無因者，謂非如外道妄計作者，而為能生諸法因也。故《楞嚴經》云「妄元無因，於妄想中立因緣性。」皆是眾生，妄心計度。

Here, speaking of non-arising and causelessness means that it is not like the non-Buddhists who falsely imagine a creator to be the cause that generates phenomena. Hence the Śūraṅgama Sūtra says: "Delusion fundamentally has no cause; within false discrimination one establishes causal nature." These are all the false imaginings of sentient beings' minds.
