The Buddha says that one should observe all conditioned phenomena as neither arising from a cause nor arising without a cause; therefore he speaks of non-arising to extinguish the non-Buddhists' conceptual proliferation of arising and cessation. Question: "Presently we see that phenomena have arising and cessation; why do you say there is none?" Answer: "All phenomena arise dependently and lack intrinsic nature; therefore no intrinsic entity of arising and cessation can be apprehended. Arising is precisely non-arising, and cessation is precisely non-cessation, just as the water of a mirage is fundamentally dry of itself." Hence the Vajrasamādhi Sūtra says: "The meaning of what is produced by causes and conditions is that this meaning ceases and does not arise; ceasing all meanings of arising and cessation, this meaning arises and does not cease." The nine verses above refute the non-Buddhists' view of arising from erroneous causes; therefore he speaks of non-arising.
