言無彼剎那生、住、異、滅四相生故，可謂無生，此則名為無生法忍。

This means that because there is no production of those four momentary marks of arising, abiding, changing, and ceasing, it can be called non-production; this is termed the acquiescence to the non-production of dharmas.
