7.4

三藏十二部一切修多羅，是如來隨眾生心差別，以方便故作種種異說。言殊契一、詮旨兩亡，可謂言說法通也。

The three piṭakas, twelve divisions, and all sūtras are the Tathāgata's various different teachings given through expedient means in accordance with the differences in sentient beings' minds. Though the words differ, they accord with the One; expression and purport are both forgotten—this may be called mastery of the verbal teaching.
