Because non-Buddhists assert that apart from the impermanence of an entity, there is nothing that can cause gods and humans to undergo transformation, existence, and non-existence, the Buddha therefore says that the arising, destruction, and ceasing of all dharmas—the primary and secondary retributions of gods and humans—indeed have a cause, but it is not something ordinary beings and fools can comprehend. That is, a single thought of parikalpa is the cause of arising, destruction, and ceasing; non-Buddhists do not know this, so they take the impermanence of an entity to be the cause.
