8.160

為誘通凡愚外道，令厭生死，故說化佛易見，如恒河沙。皆已得道，汝今不應受此生死。若說諸佛如優曇鉢花，難得見故，此諸人等便生退怯，更不進求。

To entice and guide ordinary fools and non-Buddhists to become weary of saṃsāra, he says that transformation Buddhas are easy to see, like the sands of the Gaṅgā. [He implies:] All have already attained the Way; you should not now undergo this saṃsāra. If he said that the Buddhas are like the uḍumbara flower, difficult to see, these people would give rise to timidity and retreat, and no longer advance in their quest.
