言依本然常住之法，如來密意故作是說。雖有語平等，但言語生滅無有自性。此答第四問。

This means that relying on the fundamentally and eternally abiding dharma, the Tathāgata makes this statement with esoteric intent. Although there is equality of speech, spoken words arise and cease and have no intrinsic nature. This answers the fourth question.
