調柔善順曰賢，賢之與善義意無別。賢則亞聖，善則順理，首是頭首。欲使萬善齊興，俱順真理，成正因位，亞次聖果者，必藉經教流通。經教流通是賢善之首故，流通分中當此菩薩。

Being pliable and obediently compliant is called 'worthy'; 'worthy' and 'good' are identical in meaning. 'Worthy' means second only to the sage, and 'good' means according with principle; 'chief' means the head. If one wishes to make myriad goods flourish together, all according with true principle, forming the stage of correct cause and ranking second to the holy fruit, one must rely on the circulation of the scriptural teachings. Because the circulation of the scriptural teachings is the chief of worthies and goodness, this bodhisattva is assigned to the section on propagation.
