第三、周遍含容觀，即事事無礙也。謂隨舉一塵即遍一切法中，又含一切法在自塵中。一塵既爾，一切法皆然，故云周遍含容。

Third, the contemplation of all-pervading containment, which is the non-obstruction between phenomena and phenomena. That is to say, whenever a single dust mote is brought up, it pervades all phenomena, and it also contains all phenomena within its own dust mote. Since a single dust mote is thus, all phenomena are likewise; hence it is called "all-pervading containment."
