Because external sensory desires stimulate the mind of affection, and also because the mind of affection craves and clings to desires. Craving desire leads to creating karma; creating karma leads to receiving retribution; thus saṃsāra is unbroken. Therefore the Zhao lun says: 'The reason why sentient beings transmigrate for so long is entirely because they cling to desires. If desires cease in the mind, there will no longer be saṃsāra. Submerging the spirit in profound stillness and matching its virtue with space is called nirvāṇa.'
