11.29

「世尊告執金剛祕密主言：善哉善哉祕密主！汝復善哉能問如來如是義」者，即明重歎執金剛祕密主，為能哀愍未來修真言行者故，發如此之問也。「汝當諦聽，善思念之，吾今演說」者，此意都語會眾言：「汝當諦聽善思念之，吾為汝說如是之事。」「祕密主言：如是世尊！願樂欲聞」者，重明如來慈悲遍滿，印順斯問而為解說也。

Where it says: "The Bhagavat said to the Vajradhara Lord of Secrets: 'Excellent, excellent, Lord of Secrets! Excellent again that you are able to question the Tathāgata on such an arbor of meaning'"—this clarifies the repeated praise of the Vajradhara Lord of Secrets for raising such a question out of pity for future practitioners cultivating the mantra path. Where it says: "Listen attentively and contemplate it well; I shall now proclaim it"—this intention addresses the entire assembly, saying: "Listen attentively and contemplate it well; I will explain such matters for you." Where it says: "The Lord of Secrets said: 'So it is, Bhagavat! We wish and desire to hear'"—this reaffirms that the Tathāgata's compassion is all-pervading, confirming and according with this question to explain it.
