大毘盧遮那成佛經疏 13.140

即是無畏施也。以何法施無所畏耶？謂住阿字門離一切生，尊者所願已滿，我等未得，願施我及一切眾生也。
This is the gift of fearlessness (abhayadāna). By what Dharma does one bestow fearlessness? It means abiding in the syllable A gateway, free from all arising. The noble one's vow is already fulfilled, but we have not yet attained it; may it be bestowed upon me and all sentient beings.
